It was a special edition only for the Netherlands in flexy (vinyl) 7 inches format, published in 1987 for promotional use only. Generally, flexy discs were included into music newspapers to promote the album, since they were slim and this way could have been included into them.
It contains the beginning of all Bad album tracks (few seconds).
I bought it from a private collector about 10 years ago.
